Do PCIe motherboards require mandatory PCIe graphics cards to run?

Do PCI express x16 motherboards require mandatory PCIe graphics card to run?

I am trying to run Celeron D 3.20 GHz on MS-7187 ver. 3.C motherboard ( http://www.uktsupport.co.uk/advent/pc/t9207.htm )

with only PCI graphics card, as I have no PCIe graphics card.

The motherboard is from Medion PC model: PC MT7  MED MT 427G

When I try to turn it on the fan on CPU spins for a second or two and then stops, but when I press the power button again it behaves differently: the fan spins fast then slows down and spins all the time slowly, I can also hear a floppy drive seek sound, so it seems to be working, but the monitor screen is black - it seems that there is no signal coming out of the PCI graphics card. I tried two of them already.

So what is the problem? Is the CPU or the motherboard faulty or PCI graphics cards or simply PCIe motherboards have to have PCIe graphics card installed in order to run at all?

BTW, does anyone know if this motherboard can support 2TB hard drives? The latest motherboard BIOS update on Medions webpage is ver. 4.03 from 18.07.2006.

Many thanks for your replies and suggestions.

Some motherboards do and some don't.  I've never encountered a motherboard that required the video card to be in the main PCIe x16 slot but they're out there.

Can you borrow a PCIe video card from someone and try it in the x16 slot?  That way you could determine if the video card is the problem.

Other than that, the first things that come to mind are that you have some bad memory (try booting with just 1 stick installed and try each stick), or that you haven't plugged the 4/8 pin power connector into the motherboard.

It sounds to me like your RAM is either bad or seated improperly.

It could also be the RAM is good, but not rated at a speed compatible with the motherboard.  Been there, done that, etc.  Had very similar symptoms, although a different make of motherboard in my case.

Is it a used motherboard?  If it's used, the previous owner may have configured it to boot using only the PCIe slot for video.  You could try resetting the CMOS (there should be a jumper pair labeled for this).  And, as others have suggested, re-seat the memory (and everything else).

Looking back at your post, it's used and pulled from a pre-built system so try resetting the CMOS.  According to the manual, the pins are below the SATA ports.  With the system turned off, jumper pins 2 and 3.  Then put the jumper back on pins 1 and 2 and try turning it on.
