Unraid will load in safe mode but not in normal mode despite having no plugins

Problem: cannot boot into GUI or regular mode, can only boot to GUI safe mode

 

I lost power unexpectedly and do not yet have a UPS. I restored a recent flash backup and could not boot normally. I managed to boot into GUI safemode. After looking thru some forum posts, I deleted all of my plugins and tried to boot again. When I did that, I could not boot to safemode GUI or normal GUI. I put the backup on the drive again and got it back into safemode GUI. 

 

See attached Syslog, not sure if any logs are helpful to diagnose this. I assume the problem is a bad plugin but I thought deleting all of them would work instead of making things worse.

Do you have an ‘extras’ folder on the flash drive?   Another thing that Safe Mode does is suppress adding any packages from that folder if you happen to have it.

I searched through my flashdrive and did not see any "extras" folder
