Hp 10gb nic not working

I just installed a new 10gb sfp plus network card. This one https://www.ebay.co.uk/itm/294912033704 and it just isn't doing anything. I bonded the connections from the onboard ethernet and the 2 ports on the card but unless I connect the onboard ethernet I just get nothing. The network switch has a solid light on it and the card has no lights

    According to the diags there's no link on either 10GbE NIC:

      

    be2net 0000:01:00.0 eth0: Link is Down
be2net 0000:01:00.1 eth2: Link is Down

    I think my nic might just be broken then. The cable and switch are both confirmed working
