Allow SMB configuration while the array is running

There exists a very odd limitation with the WebUI where some services such as SMB can only be configured while the array is stopped, this makes little sense when said services can be stopped and restarted or commanded to reload configuration, which is what plugins such as Unassigned Devices and Recycle Bin are doing with the SMB service while the array is running.

I think it may not be quite that simple due to the way it could affect User Shares which are setup during array start, but I agree it would be desirable if it could be done.
