It creates and runs, but I believe it's not reading the config file. I'm confident it's just me not configuring the docker correctly, as there is official docker support for the project. You could test the docker with a free Microsoft account that has signed up for the free Bing rewards program. $25 PayPal bounty to whoever gets it working and submits it to Community Apps.
