High Reads/Writes to Array - Wont Reboot

My array seems to be getting a high ammounts of reads and writes. I have disabled docker and vms and un-installed almost every plugin and the array still says its getting reads/writes. Lastnight after a dirty reboot, it started to do a parity check and was horribly slow at around 1-2mb/s. I shut the array back down and started in maintance mode and got around 90-115mb/s and let it run through the night. I try to shut the server down this afternoon and it says that its syncing filesystems and wont shut down. Its only Parity1,Parity2, and Disk 1 that are getting this issue. I did migrate cached shares to array because im replacing the drive today but this issue occured lastnight before i started doing this.
