CPU get bogged down often.

I am still trying to figure out how to make my Plex Unraid server steady.

I made the changes to disk share and that worked well for SABnzbd, but now the issue has moved up to normal operations and Radarr.

This is a R730xd server with 28 cores at 2.6 and 128MB of memory.

Here is a sample top of what I see when the server shouldn't be doing much of anything.  Yet the GUI is nonresponsive.... 

What can I do or what can I check?  

Note the 607.4 free of 128GB
