cp command not following high water share settings. Im a bit new

I have my unraid setup as follows:

2 parity drives. 3 Disks in the array. All are 10TB disks.

Problem:

The shares are currently set to highwater.

I used a the cp command via console to copy all of my data (14 terrabytes) to /mnt/userdata/data as unraid in console said there is 27tb there.

However, Disk 1 is now ALMOST full, the other two are EMPTY.

Question 1: Will the copy command stop when disk 1 fills up, or will it move automatically to the next disc (I used cp command)

Question 2: If it doesnt stop, how would I use the unbalanced plugin to rebalance all the drives?

Question 3: How would I copy the data over (because its on an external disk mounted to the machine via unassigned devices) so it doesnt ignore highwater in the future?

Did some googling and I wasnt finding 100% clear answers or certainties. Any help is appreciated!
