GUI/Network drops when Docker is Disabled

I have a very strange issue.
Every time docker service is disable (docker settings, Disable)
All network connections drop.
No GUI, No shares, no pings.
 

I am able to crash cart the GUI but even local and the ip address from Firefox will not work.
It will not start connect unless I enable docker from the boot config and restart the system.

anyone else seen this issue?
I'm going to collect logs and post here then reset my network configuration file and see if that fixes it.

Well I have taken the "If it ain't broke" approach and put the old config back and I'm leavening it on.
It's just a real problem because I cannot bring down my array.
