Libvirt Error libvrt virQEMUFileOpenAs:11390 after a Forced Shutdown of VM

I was forced to force stop a VM.  Now when I start it back up my usb devices are no longer working.  I see the following error in the libvirt logs.  Any idea what is causing this?

BTW I do not have a nvme1n1 device plugged in.
