USB device not seen during bootup

I recently rebuilt my server with a Gigabyte MS03-CE0 motherboard but it will not see my Unraid USB device. I tried my old flash drive and recreated it with the utility tool on a brand new drive and nothing. But when i tried a Windows bootable device it works perfectly fine. 

 

Going through the manual page 41 i have everything enabled, can anyone help?

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
