Can a VM hosted in Unraid "own" the system's video adapter?

My T440 server has a single video output. It displays the UEFI BIOS process, and then Unraid as it boots up to a login prompt. At that point, the video is irrelevant because I can access Unraid over the network.

Eventually, I'll be adding Linux and Windows VMs. I have one application in Windows that creates a status display on a video output. Once a Windows VM boots can it be configured to "take over" the VGA output on the physical server, even if Unraid is displaying a terminal there?

Yes, you may need vbios in the VM setup if primary card.
