I have a Plus license with 12 drives. Can I purchase an Unleash key and replace the Plus key with the new Unleashed key through the webGUI so flash drive isn't changed), and then be able to use Plus key on a new USB flash/server?

Nope, but you can upgrade from Plus to Unleashed, keeping the same flash drive; the Plus license will no longer be usable.

Or get a new Unleashed license for a new flash drive, copy the config from the current one, then use the old flash drive Plus license with a different server.
