High Water Mark not working

I built my server initially with only a single drive while I copied over data from the second drive I was going to install.  Crearted my shares with the high water mark.  Added the second drive to the array but when I copy to the share, it is only copying to the 1 drive which is past the 50% utilization point and the second drive never gets used.  If I set the share to "Most Free" data gets copied to the second drive.

 

Is this because I added the second drive after the first one had data on it?  Is there something I casn do to fix this?  Running 5.0-RC4

What are the drive sizes and utilization? What is the split setting an directory structure?

I have a 2TB drive that is at 75% utilized and a 1TB drive that is less then 1% utilized.  The split level setting is blank, basically I left the share settings at default.

First pass will fill each disk until 1T is left on each disk, which is already true on the 1T disk so it gets no data. Second pass will fill until 500gig is free on each disk. The disk set as disk1 will be the disk it starts the second pass on.
