Weird GPU Idle Power Issue

I've got a really weird issue I wanted to see if someone had any input on: I recently acquired an RTX 3060 12GB to run a local voice assistant. It is connected to my server via Oculink and works as expected. It consistently reaches P8 idle state without running Spaceinvader's script but the oddity is that sometimes it will idle at 10W and other times at 19W. The system indicates P8 in both cases and I've confirmed the power draw represented in Unraid is accurate via a Sonoff S31 flashed with Tasmota. The higher idle draw happens sometimes after performing more intensive tasks for a few hours, i.e. a MicroWakeWord training container, or if the server has power disconnected and then boots back up with the GPU still connected. I can rectify the issue either by starting up the server with the GPU disconnected/powered off, then shutting down and booting up with it reconnected or in some instances, rebooting the server. I can pretty readily reproduce this. It doesn't appear to be linked to any driver version, as the issue occurs with the open source Nvidia driver and production driver. It also happens if I stop any docker containers that have the GPU passed through. Has anyone experienced anything like? I'm a bit obsessive over minimizing the power draw of my server where possible, so almost double idle power draw is something I'd love to track down. Any help is appreciated!
