I added a user to the built in FTP server but need to give the user a password it seems. I see the user in the vsftpd.user_list file but there isn't a password set. I did find the VSFTPD.conf file as well and didn't touch anything in there. I use WinSCP for my FTP needs. Also trying to figure out how to restart the FTP service from the command line.
