Transferred disks to new case; no signal to monitor

Supermicro H8DME-2

This week I purchased a used 24 bay server and made several modifications to get it ready to be used inside a house. Everything went great until I booted it up. The SanDisk Micro Drive flash drive will blink once, then stay dark no matter which of the two rear USB ports or the internal USB headers I use. Plus, there's a "no signal" displaying on the monitor.

There is a 4-pin auxiliary power connector directly next to the 8-pin proc power connector, but there are no more power cables on my PSU, and the same 4-pin aux power connector is not in use on my other H8DME-2 motherboard. The "VGA enable" jumper is set to enabled (pins 1 and 2).

What steps should I take to enable the monitor? If I can see the BIOS, I bet I can enable the USB connections and also set boot order.

I tried a CMOS clear using the method listed in the manual. A few times. I also pulled the battery for ~30 seconds.

JBT1 is used to clear CMOS and will also clear any passwords. Instead of pins,
this jumper consists of contact pads to prevent accidentally clearing the contents
of CMOS.
To clear CMOS,
1) First power down the system and unplug the power cord(s).
2) With the power disconnected, short the CMOS pads with a metal object such as
a small screwdriver for at least four seconds.
3) Remove the screwdriver (or shorting device).
4) Reconnect the power cord(s) and power on the system.
