Seeking feedback on server upgrade part list.

I have had my server for over 4 years looking to upgrade it . I plan to run Owncloud torrent downloads and Plex with 2-3 streams at a time. I have 9 HD's plan to have 10 when I add a SSD. So I would like to get a mobo with 10 sata ports. Right now im using multiple pcie adapters to get all the sata ports I need. Budget is a concern. Can you guys take a look at my part list and make any recommendations? Part list total is $490 on newegg with a open box mobo.  Should I be considering a cheaper mobo and a sas controller would that bring cost down? Thanks. Prices
