Add Comments Field on WebGUI Parity Disk Settings Page

For consistency with the other disk settings pages, it would be nice to have a Comments field where we can store notes for the parity disk. Also, probably don't need a Spinup Group(s) field for the parity disk.

    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
