Per CPU Load

Hi,

 

Now that I can see the per cpu load with I've noticed that my cpu 0 is always running 98% to 100% while the other 3 are running around 5-7% while idle.  Is this normal behavior?  I have a windows vm but I did not assign cpu 0 to the vm.
