"nice" setting for mover.

Request ability to set "nice" on mover. Due to iowait and contention between processes I see an average 75% throughput increase running "nice -20 rsync" as opposed to normal. As such I am now running my own customized mover. This suggestion would also apply to unBALANCE, but will post separately.
