stub or pcie

Hi all,

I  like to know i i need to stub or use vfio-pci.ids
It's for my gtx 980 TIi its in the same iommu group as my pcie bridge, but i get frequently error that the devicec it int x fd device or resource busy. when i reboot a few time its able to boot to windows and working properly.
