Monitor causes VM to not start

My server has a ASRock z87 extreme11/ac motherboard. It has onboard video and I have an NVIDIA GeForce GTX 1060 6GB that I use with a VM. The motherboard is set to use onboard video. I have a monitor hooked up to the GPU and I've had no problem seeing the VM on that monitor. I hooked up a monitor to the onboard video and now my VM will not start. ACS overrode is already enabled. It keeps giving me this error message:

Please ensure all devices within the iommu_group are bound to their vfio bus driver.

I seem to have gotten it working. I turned ACS override off to see if it would work, rebooted. Still the same issue. I turned it back on, rebooted, and now it works. It was already on initially but for some reason turning it off and then back on seems to have done the trick.
