How To Change Drive Spin Down Delay Programmatically

I'd like to try and create a plugin to schedule drive spin down. I'm not sure how to change the global spin down delay without going through the GUI. Can this be accomplished easily?

    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
