Hard linking not possible

I have a script where I hard link a file and I have the following error: "ln: creating hard link `/mnt/user/nas/test.txt' => `/mnt/user/nas/downloads/test.txt': Function not implemented

Is it because of the mf or because of slackware?

The user file system does not support them last time I tried.  (probably because you may be linking across file-systems)
