Bind not working for mouse

I have two windows 10 vm's and am having trouble with the mice not working.

 

I have four mice. DELL / RAZOR / ASUS / GENERIC

 

The only one that binds is the Razor.

 

All the others give me the following error on vm startup:

 

libusb: error [udev_hotplug_event] ignoring udev action bind

 

This server only has one usb controller, so I can't pass through.  I only have a single PCI slot open (not express).  I ordered a usb adaptor card, so that I can pass through and have hot swap, but that won't solve this issue for the other bus.

 

Any ideas??

I can get the mice to work with the Libvirt Hot Plugin.

 

Not really a solution, if I am not at the location to babysit.

Wow!!! I must be really covering uncharted territory here.

 

Has no one ever had a usb device that won't bind?

 

Is this really an unsolvable problem??
