This is worth more than a 3rd edit on my last post.

It was power. I can't believe it. Its now rebuilding the array at expected speeds. I had all but given up at that point.

I'm ordering a new PSU asap because with what I've got plugged in I should not be maxing out the amps on my 12v rail, right?. I'm also going to grab a 2nd parity drive and a replacement for that disk 1 because it is an old ST1000DM003 which in itself is a reason to replace it and its been too problematic lately to keep it.
