Dell R430 with Intel(R) Xeon Problems with Plex Transcoding

I have a relatively new Dell R430 Server with 

Intel(R) Xeon(R) CPU E5-2620 v4 @ 2.10GHz

I installed UNRAID recently with plex docker.  Plex keeps buffering since it's running out of CPU.  I had the same problem with VMware running a windows instance with plex.  Any idea why it's doing this?  I have 32GB ram installed.  Single Processor.  

Are you certain it is buffering because it is running out of CPU?

It could it be network issues, client you are using, source material, or transcode options. Probably a few more I am forgetting.

When I use a MACPRO I have no issues.  Player is ROKU.  Looking at the CPU usage, couple of the cores get pegged at 100%.  Same problem happened when I was running VMware on the same box with a windows instance running Plex Server

I assume when you are using a MacPro native, it's not buffering (vs. OSX on a VM).

Thanks whipdancer.  I thought it was a processor issue for a long time.  I'll look at which processors will work with the r430 board.

My CPU is the 2.10GHZ model which has a single thread rating of 1541 which should be okay???
