For reference, it was the Tips & Tweaks plugin. I can't remember the last time I changed anything in that, but maybe a recent update was the culprit. I don't think I need it, so I've left it uninstalled for now.

Haven't figured out which plugin it is yet, but disabling them all and re-enabling them one-by-one was the solution. Thanks!

How do I uninstall or disable them from safe mode? There aren't any listed. Or do I just rename the config/plugins folder?

UI is reachable in safe mode.

No, I cannot access it. I can't ping the address, either (nor from the firewall). From the command line, I can't ping anything. We had bad storms roll through Omaha last week and our power was off for a few days. Since then, I've been unable to access my Unraid server. Weirdly, the docker containers that I assigned specific IP addresses, like Plex, I can get to (though they apparently can't get to the network, as the shares don't appear to be working as nothing plays). In syslog, I see messages like this: Aug 4 04:33:50 Vitalstatistix rsyslogd: omfwd/udp: socket 5: sendto() error: Network is unreachable [v8.2102.0 try https://www.rsyslog.com/e/2354 ] I tried adding a new network card, and I tried rolling back to a backup, but neither worked. The backup made it worse, as I could no longer connect to the Plex instance. The dual onboard nic is bonded. Booting to the GUI doesn't work; I never get that display. I can get to the command prompt. Any suggestions on how to troubleshoot or what to do here?
