This happens when a USB device is previously set to passthrough for one VM and then when the VM stops is disconnected. This error will not allow any physical soundcard or graphics card to passthrough to VM, and VNC will be the only working option. This error is caused as even the unplugged usb disappears from the form view, the line that passes through said USB device is not removed in the XML file of the VM, causing this error.

I encountered the exact same problem today and I find the solution. I found when I unplug my mouse and keyboard and try to edit VM settings it shows the error message. So I just went into the XML view and found the lines for usb passthrough settings and deleted them. Then everything just works. -
I am really new to the virtualization so I do not know what is going on. After installing the network driver on the VM it shows that it has no internet access. However, sometimes the yellow warning triangle will briefly disappears for one second and come back instantly. When I use the trouble shooter it says it IP address was not configured correctly. How can I fix this issue?

The VNC worked fine and I made sure that the GPU is in the IOMMU group by itself. I turned on the VM and connected hdmi cable to the monitor then nothing. Am I doing something wrong?
