I've done some searching and I think I know why it's happening but I cannot fix it >.<

Here you can see my cache drive is pretty much full:

 

But the mover log skips over everything:

I did some reading from others that have had similar problems, I found out that mover cannot move any file which is in use (ie: seeding, being watched, etc) So I computed the sizes of all my shares I am able to see where the cache is being allocated. As expected Downloads, Films and TV were all suspect.

 

So next I disabled qBittorrent and Deluge, that way nothing can be seeding:

 

However I attempted to invoke mover and the same result happens. I've attached a syslog in case that helps :s

You've got to either double check your mover tuning settings, remove the plugin, or ask in it's support thread.
