Maybe something with the TPM module.  Thats really the only thing new on the vm configuration for windows 11 upgrade.

I also have this issue, unable to get onboard BT working in VM. 

Intel Corporation Wi-Fi 6 AX210/AX211/AX411 160MHz (rev 1a) is the onboard PCI device, which is completely passed through and the WIFI component works.

Also having this issue as well after upgrading to 6.10.0-rc2 last night. I upgraded from 6.9 and had Bluetooth passthru working via USB device: Intel Corp. (8087:0029), similar to what I see in TCMapes' XML.
