No web access in GUI or remote after hardware change

I swapped out the motherboard, processor and ram this morning.  Booted fine.  I can ping the servers, but cannot access the web GUI.  I hooked up the server to a monitor and keyboard.  No web access there either.

 

Where do I start troubleshooting this?

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
