USB flash creator 2.1

I am trying to setup usb flash with the flash creator 2.1 .  I have tried 2 deferent usb drives and flash creator gets to end and stays on syncing files. I try using the drives and pc will not boot up with them  one is a 16gb usb the i formatted fat32 the other was 64gb that I formatted fat 32 as well.  Anyone know if there is issues with flash creator or why this happens?

I did manual setup, got it to work but the make bootable section would not work without turning off the "real-time virus & threat protection" on windows 11

 

maybe that is why the flash creator could not work either, not sure
