Cannot connect to GUI

This is usually fixed with a reboot but I have stuff running and don't want to do that. If I try to connect to the GUI I get ERR_CONNECTION_REFUSED. My docker containers are running fine and I can connect to them without issue. How should I fix without rebooting?

    3. Adjust your preference.
