They sure must have made a lot of these things, because they give them away for a song from time to time!  This is the same motherboard I recommend in my 3-6 drive Prototype designs.  Solid performer for a small unRAID system.  Highly recommended.

Also can you use a AMD Athlon II X4 620 Propus 2.6GHz Socket AM3 95W Quad-Core Processor with this board? The MB says Up to 65-watt TDP while the AMD X4 is 95w...but yet on Neweggs page it recommends a AMD II X3 95w Processor.

Yes, that PSU will work for a 6 drive server (using only green drives).  However, that is pushing the limits of that PSU.  Definitely don't go over 6 drives.

I'm not sure, I've never tried.  I've always used this board with Sempron CPUs.  Maybe email Zotac and ask?
