I'm running 12 or so dockers, 1 or 2 plex streams and 1 or 2 non gaming vms also leaving some room for extra future usage. Thanks in advance.

You have also the opportunity to set the PowerLevel within the BIOS. My "old" i7-9700 is running with 45W. A cheap solution could be a 12600K running at 45-50W.
