What would be a decent energy efficient upgrade from this old server hardware I'm currently running.

I'm running 12 or so dockers, 1 or 2 plex streams and 1 or 2 non gaming vms also leaving some room for extra future usage.

Thanks in advance.

You can use a "normal" (non server) Intel platform with a 12th gen CPU - avoid 13th and 14th gen CPUs.

You have also the opportunity to set the PowerLevel within the BIOS.

My "old" i7-9700 is running with 45W.

A cheap solution could be a 12600K running at 45-50W.

And if you ask: Why (the hell) a 12600K? Well - it has 10 cores and 16 threads - good for your VMs 👍
