High CPU usage in DOCKER

When I user top - i , It show the message light this, I don't know why the CPU usage is so high and how can I resolve it.

toggle the advanced view in the docker tab, that will show you how much CPU each container is using

Each Docker container actually has low resource usage, but when I use top -i, it shows nearly 1600% CPU usage. On the homepage dashboard, almost all cores are at 100% utilization. My CPU is 10 cores and 20 threads.
