I know to increase the vdisk size, click on the NAME (not icon) of the VM in the VM tab. However ...

Thank you for pointing me to Windows Disk Management, but unfortunately it does not answer the questions.

 

Disk Management would allow me to increase my partition size if there were unallocated space shown, but there isn't.

 

Is there an intermediate step which tells the VM that additional hard drive space is available? I have rebooted everything.

 

 

Looks like I misunderstood your OP, there are 2 steps to resize a windows vdisk:

 

step 1 - click the VM name and choose new size

step 2 - go to disk management and expand disk to new size.

The problem is, disk management does not show any unallocated space. It is as if I had not done Step 1 when, in fact, I have.

 

Here is a possible wrinkle. My VM is stored on an Unassigned Device. It runs fine there, but could that be the reason this isn't working?

That's not a problem, if you click the VM name do you see the new capacity size?

UPDATE This seems to be a problem with Windows Drive Manager. I loaded on a third-party partition manager and it was able to see the unallocated space that windows missed.
