UNABLE TO RESTART APPS

For some reason, the buttons in the app settings don't do anything.  It prevents me from restarting the app, and also from updating it.  Specifically I'm using the Phaze Plex Media Server, Sickrage and Resilio app's.  I want to restart Plex Media Server.  But when i click the Stop or Restart button, nothing happens.  Everything else in the Gui seems to be working fine.  I don't have physical access to the server right now, so I can't restart it (becuase it doesn't physically power off even for a restart, seperate issue).  Does anyone know how to fix this remotely?  I tried downloading the diagnostics but I get a 404 error...
