udev and plex docker

my plex docker log is telling me i dont have udev installed and that i need it installed to use the live TV and Dvr functionality.  

Can anyone comment on this? I feel like I have been able to use livetv and dvr without udev. 

If I need it installed can anyone point me in the direction on how to install it? 

 

Also I have unassigned devices installed as a plugin already - im assuming thats what udev is

 

I tried running sudo apt-get install udev  in putty but get the error command not found.
