Windows 10 low performance, high CPU on network

Good day everyone. 

I'm in the middle of finalizing idea to build 2 x E5 2670 on EP2C602 with 64GB RAM. Mainly will be used as gaming rig, and some testing.

I installed Windows 10, GTX9600 passthrough but trying some games, performance is not really impressive. 

When downloading files, all 4 CPU seems neraly 100% busy. CPU mark is below 2k. FPS in Fortnite between 10 and 30...lagging.

Below Config, any help highly appreciated. I was folllwoing SpecInvader One videos to do some tunning, but did not helped a lot.
