Docker containers wont stop or kill

I am not able to stop any of my docker containers.  I tried the gui commands, tried terminal kill and stop commands.  But they just wont stop.  Occasionally the GUI commands or the kill commands will work but its only about 15% of them time.  I have tried restarting my computer.  The only thing that seems to work is either restarting the computer or stopping the array.

    I am running 6.5.3, It was a fresh install.
