    Ok, I believe I have everything up and running.  The final step was that the AMD "unified" driver package doesn't work.  I download the driver specific to my card, and it seems like everything is working now.  I have audio, and when I stream a game, it appears to be using the GPU.
     

     
    The graphics aren't stellar when streaming through moonlight and sunshine, but I'm sure I need to tweak some settings.

    I gave up and installed a different version of a Docker app for rutorrent as the one I was using hadn't been updated in years.  The new container can be accessed via its local network IP.
