Solutions

  1. colemite's post in Cache SSDs missing, plex docker won't start, after migration to new motherboard/processor was marked as the answer   
    So after a good night's sleep, I think I've figured this out. For some reason, the IOMMU was bound to VFIO. Rebooted after unchecking the box and all is well. 
     
    I've also figured out that changing the processor screwed up the /dev/dri for the iGPU, which is why plex wont run. I'll try to fix that later today.
