    Okay.. i figured it out.   
     
    There's a startup.sh script in the /homebridge directory that i can add the package installation commands in.  
     
    Hope that helps anyone else reading this.

    Turns out the issue was the nested VMs.  I booted direct into unraid and tried starting the VM and it booted! BUT I ran into another issue all together with the image not starting.
     
    Apparently, dietpi images do not like switching hardware and it was looking for a drive UUID that no longer existed and stopped booting.  =(
