Network Speed Slows after starting vm/docker

Connected to Router at 10GBE. Can transfer between workstations and server at 10GBE (as long as VMs/Docker is not on). However when i start the VM service or Docker service the CIFS file transfers max out at like 5-10 mbps (avg was 6.23mbps) ... Any thoughts on where to look?

 

Reading and writing directly to SSD outside of parity pool (no bottleneck with CPU/RAM/HHD/NETWORK) Router says connected at 10GBE.

 

So frustrating because it was working before i turned on the VM service now i cannot get it to go above 6 mbps

It appears to just be randomly slow and fast when it wants... Not even sure if its unraid now
