Apallingly Slow Read/Write Speed within Array

recently (within the past week or so), the speed of data transfers has fallen off a cliff. it was never exceptionally fast, but as this is primarily a media server, once the files are in place, it doesn't really matter. now I get about 5-10 seconds of the speed I would expect, then it plummets to low KB/s datarates. I haven't changed any hardware recently, and the behavior persists after rebooting. diagnostics attached. hopefully I've overlooked something simple.

Already have Reconstruct Write on, but after disabling the SMR drive, I'm getting... well, better speeds. (the transfer started at ~120 MB/s, now doing ~70MB/s with occasional excursions as low as 25MB/s) still, a 100 GB copy taking 30min to an hour is much better than the same copy taking an estimated 10 years. I have a non-SMR drive I'll swap in for that bad Parity drive. it can live in an external enclosure going forward.
