I've had USB ports get hung before on an old Windows PC, but when that happened they didn't work at all. The only way to get it unhung was to unplug the computer for a while (until the power supply LED went out). Just turning the computer off then back on  wouldn't fix the problem. Maybe unrelated to your problem but who knows?
