offroadguy56's post in Video card keeps disconnecting? was marked as the answerOK I'm pretty sure I found the problem. The AIO that I had on the P40 has leaked. I never caught it because the tubes ran outside the case and had leaked onto the carpet. But I caught it this time when I reseated the video card and saw a water droplet on the tube.
I'm going to assume that the card is either shutting off from thermal runaway or it has already fried.
I'll see if thermaltake will warranty the cooler. Thankfully they still sell coolers with the same mounting style.

It's finally working now. Not sure what the issue was. Very strange to me to see it happen to multiple containers.

Corsair Commander Pro for USB control of a single PWM fan. Pass the USB device through to the VM.
iCUE unfortunately would not detect my GPU temperature. Instead I used this software which detected both the fan and GPU temperature. https://github.com/Rem0o/FanControl.Releases
Not the 100% free and purely software solution I was hoping for, but it works.
